Job Description/Essential Functions:

Horizon House is a nationally recognized provider of services to adults with support needs due to developmental disabilities, behavioral health issues and substance abuse. Horizon is Pennsylvania’s oldest psychiatric rehabilitation agency. Since 1952, we have been dedicated to helping people with mental illness, drug and alcohol addictions, developmental/intellectual disabilities, and homelessness to stabilize their lives and to help them live as independently as possible in the community. With over 100 locations throughout Southeastern Pennsylvania and the state of Delaware, Horizon House provides services to a diverse population focusing on individual strength and choices.


The Human Resources Department has a career opportunity for an HR Representative in Philadelphia, PA to assist with the overall recruitment efforts of the Agency. Providing support to the HR Manager in the areas of employee relations, unemployment compensation, compliance, credentialing, and training are principle responsibilities of this position. Other key responsibilities involve applicant tracking and Agency recruitment resources record coordination for assigned areas. Responsibilities encompass the following:


  • Ensure sufficient acquisition of personnel in assigned areas according to Agency guidelines and all employment laws. Maintain a pool of qualified candidates for agency positions.
  • Pre-screen applicants for vacant positions and refer qualified applicants to program management staff as appropriate and follow up to keep applicants engaged.
  • Accurately and efficiently complete hiring and on-boarding processes.
  • Monitor advertisement placement and responses. Prepare relevant reports as needed.
  • Maintain open communication with HR Managers keeping them informed of recruitment efforts in their area of responsibility.
  • Assist HR Manager in developing and coaching supervisor on interviewing techniques.
  • Monitor changes in staffing patterns in order to modify recruitment and manpower development by HR Managers as directed. Participate in agency wide recruitment plan development.
  • Assist HR Manager with employee relations support involving new hire performance issues
  • Monitor new hire compliance with applicable legal and credentialing requirements and conduct follow up as needed.
  • Ensure accuracy of job descriptions for any position actively recruiting for in the program area.
  • Under direction of the HR Manager, respond to unemployment compensation inquiries.
  • Facilitate various supervisory trainings.

Job Qualifications:

B.A. Degree in Personnel, Business or Public Administration or a closely related field preferred and at least 2 years of relevant experience in employment processes; or any combination of experience, education or training that would provide the level of knowledge, skill and ability required.

Must possess a valid driver’s license with an acceptable driving record and be available for regional travel.

Knowledge of and/or ability to learn employment laws and regulations.

Highly organized and detail oriented.

Ability to meet deadlines.

Flexibility to work with changing priorities, people, rules and program needs.


Required sitting for long periods of time.

Frequent talking and listening.

Light lifting and/or carrying, not to exceed 25 pounds.

Flexible schedule, including some evening and or weekend hours.

May be required to attend training to become a certified agency investigator. May conduct investigations and participate in the agency rotation of on-call investigators. This requires carrying an Agency cell phone and responding to incident report line calls during on-call coverage.
