Clinical Services Specialist (Developmental Services)

Job Description/Essential Functions:
Horizon House is seeking a Clinical Services Specialist with experience in facilitating participant assessment, rehabilitation planning, counseling and implementation of psycho-sexual services for adults with co-occurring intellectual disability and mental illness. This position will train and support staff in recovery-oriented services, function as key liaison between Developmental Services and Behavioral Health Services, and also external providers, provide crisis intervention, support, and leadership and achieve and maintain compliance with regulations within PA Chapter 5310, implementation of services. 

  • To facilitate participant assessment, habilitation planning, counseling and implementation of psychosexual services for adults with co-occurring intellectual disability and mental illness.

  • To train and support staff in recovery-oriented services.

  • To function as key liaison between Developmental Services and Behavioral Health Services, and also external providers.
  • To provide crisis intervention, support, and leadership.
  • To achieve and maintain compliance with regulations within PA Chapter 5310, as well as funding entities, that references the work/service responsibilities of a Clinical Support Specialist. 
Job Qualifications:
  •  M.A. degree in Mental Health, Counseling, Social Work, or related field, at least 2 years of experience in the MH/ID and sexual offending fields: or any combination of experience, education or training that would provide the level of knowledge, skill, and ability required. Licensure preferred (LPC, LSW, LCSW).
  • Experience in residential, inpatient psychiatric, or related setting strongly preferred. Experience treating and evaluating individuals who have engaged in sexually abusive behaviors or related populations is strongly preferred. Experience with the Risk/Needs/Responsivity model of sexual offense treatment, CBT, DBT, trauma-informed practices, substance abuse, and crisis response is preferred.
  • Detail oriented and very strong organization skills.
  • Previous clinical experience conducting group and/or individual therapy sessions required.
  • Strong counseling and direct service skills.
  • Ability to work well as a member of a team and with all levels of staff.
  • Must possess current and valid driver’s license.
  • Demonstrated ability to develop and conduct clinical trainings for staff.
  • PC proficiencies (MS Word, Power Point, and email).
  • Must be available for local and regional travel, possess a valid driver’s license, and an acceptable driving record
 Scope:
  • Frequent talking and listening.
  • Requires ability to effectively respond to participant’s high risk behaviors, which may include aggression, property destruction, elopement, substance abuse, and sexual impulsivity.
  • Must participate in On-call phone coverage in response to emergent situations, which may require on- or off-site presence (e.g., hospital, crisis evaluation center, etc.).
  • Varied work hours, including occasional weekend presence.
  • May be required to walk, run, bend, lift, fold, kneel, go up and down stairs, any of which may involve participants.
  • May be required to operate agency vehicle, including transport of program participants.
